Material Symbols draws step_out as an outline by default. Set the FILL axis to 1 for the solid version. It is the same icon name, so no extra font is needed.

Weight (wght, 100 to 700) sets stroke thickness. Grade (GRAD, -25 to 200) fine-tunes thickness without changing size, for example -25 for light icons on dark backgrounds. Optical size (opsz, 20 to 48) adjusts detail for the size you display. Your font link must request these ranges, as below.
